D. Michael Bennett
An accomplished and award-winning corporate attorney, Mr. Michael Bennett has navigated complex, multi-billion dollar mergers and acquisitions over his career. His expertise includes Information Management and Cyber Security strategy and execution, as well as Executive Leadership and Diversity and Inclusion consulting.
Having recently received unanimous support from the Homeland Security and Government Affairs Committee (HSGAC) for Governor, U.S. Postal Service Board of Governors, the full U.S. Senate's vote to confirm Mr. Bennett for this Presidential appointment is imminent. Currently, he serves as a Senior Advisor to several "leading edge" technology companies. Mr. Bennett also serves on the Board of Advisers of a venture capital firm focused on companies with innovative technologies around big data applications. Along with adjunct board service to both Howard University and Duke University, Mr. Bennett is passionate about creating home-ownership opportunities for low income residents of D.C. through his Executive Board service to Manna, Inc.
Prior to this role, Mr. Bennett was the Senior Vice President of Information Management and the Chief Information Officer of BAE Systems Inc., where he was responsible for the enterprise's development and implementation of IT strategy, policy and security. Previously, Mr. Bennett was the Vice President and General Manager of the Information Solutions Line of Business, Enterprise Solutions Business Area, the focal point of the company's Cyber Space business. His organization provided IT services to BAE Systems' 60,000 U.S. internal IT users. He also served as the Vice President, Acquisition Integration for BAE Systems Land and Armaments Operating Group where he oversaw the $4B integration of Armor Holdings, Inc.
Prior to overseeing mergers and acquisitions for Land and Armaments, Mr. Bennett established the Contracts, Procurement, Pricing and Facilities function for the company's newly created Customer Solutions Operating Group. Mr. Bennett joined BAE Systems from Northrop Grumman where he served in increasingly responsible positions for more than 18 years, including Vice President, Contracts, Pricing, Procurement and Risk Management for their Information Technology Sector. Previously, Mr. Bennett was a practicing attorney with EDS Corporation and the U.S. Federal Government.
A recipient of the Washington Business Journal 2012 Minority Business Leader Award, he holds a Bachelor of Arts with honors from Duke University. He received his Juris Doctorate from the George Washington University Law School, and he is a long-time licensed practitioner of both the Washington, D.C., and Virginia Bars.
Anthony (Tony) Santore
Mr. Santore is a dynamic executive, business development and operations leader with 35 years of achievement in growing service companies in both the commercial and government markets in the Washington Metro Area. He has 46 years of combined experience in business development, executive/general management, systems and design engineering technical support services, record management, publications, training, and electronic engineering.
- Led business development and project management efforts taking Zimmerman Associates Inc. from $1 million to $80 million in annual revenue in twenty years.
- More than doubled Washington Data Systems business base in two years taking this 8(a) firm from $2 million to $10 million in annual revenue.
- Part of Maxima’s executive management team taking the company from $8 million to $60 million in annual revenue in less than four years.
- At Ford Aerospace he pioneered efforts for electronic storage and retrieval of technical documents and engineering drawings
- At Systems and Applied Sciences, he led support services for proposal development leading to $40 million in annual revenues
Mr. Santore’s management experience includes: corporate level business development, strategic planning, pre-proposal positioning, technical and cost proposal planning and evaluation; and executive management.
His technical experience includes: field engineer, manufacturing technician, project leader, technical writer, and instructor engaged in the preparation of hardware and software documentation for computer systems and satellite data collection systems; and maintenance and operations of all types of electronic equipment including computer hardware, satellite communications, microwave, and airborne radio equipment, field engineer in support of satellite communications systems, and manned space flight tracking systems.
Mr. Santore has a M.S., Management Science, Frostburg State University, 1980 and a B.A., Communications, University of Central Florida, 1974.
Brigadier General (retired) Billy J. Bingham
Brigadier General (retired) Billy J. Bingham has over 40 years of extensive experience in U.S. and International activities of the Intelligence and Defense Communities covering all phases of Command, Control, Communications, Computer, Intelligence, Surveillance and Reconnaissance (C4ISR) operations. This includes comprehensive experience in the many intelligence disciplines; in the planning, programming, budgeting, and development processes for C4ISR equipment; in systems architecture; in the application of intelligence in strategic and tactical planning, warning, and military operations; and information assurance.
Mr. Bingham served as Assistant Deputy Director for Operations and Deputy Chief, Central Security Service, National Security Agency, Fort George G. Meade, Maryland. His responsibilities include overseeing the production and reporting of the U.S. Signals Intelligence System in support of national policy-makers, the Joint Chiefs, and the Services. As Principal Military Advisor to the Deputy Director for Operations, he ensured NSA strategic plans and programs fulfilled the commanders' needs. He entered the Air Force in 1962 as a distinguished graduate of the Reserve Officer Training Corps program. He has served as chief of staff of a major command, and has commanded the Air Force Tactical Applications Center and Air Force Intelligence Agency. He has also served as director for intelligence, U.S. Pacific Command.
Currently, Mr. Bingham serves as CEO of Bingham Technical Solutions, Inc. Prior to joining Bingham Technical Solutions, Inc., Mr. Bingham was the Senior Vice President for Corporate Development at SAIC.
